Dear Investment and Treasury Assurance Group,


As staff and students of St Andrews, we are writing to urge you to fully divest from all companies that are complicit in Israel’s genocide in Gaza, and in Israeli settler colonialism, apartheid, and military occupation more generally. 


From the most recently available information, the University has investments in Barclays, Booking.com,  Carrefour Supermarche, Siemens, HSBC, and Sony. All of these companies have been identified by NGOs and UN agencies as complicit in the Israeli occupation. This means the current investment portfolio of St Andrews is also complicit. 


This call for divestment reflects motions passed by both the St Andrews branch of the UCU and the University of St Andrews Students’ Association in the past year, that call for us as a community to work towards a ceasefire and an end to the ongoing occupation. Student societies such as STAMSA, Amnesty, MENA and the BAME student network have also called on the university to divest. This call is consistent with the University’s own Sustainability Investments Policy and particularly its Principle A: Avoiding Harm and its prioritisation of investments that protect human rights and promote “international co-operation and an end to international conflict”.


Moreover, divestment aligns with the university’s obligations in light of the International Court of Justice’s provisional finding that Israel’s actions in Gaza since October 2023 may plausibly amount to genocide. In early May 2024,  the International Centre of Justice for Palestinians (ICJP) wrote to eighty-two British universities alerting them of the potential risk of criminal liability over any investments held in both arms companies and Israeli settlements. The letters inform universities that profiting off investments made in companies supplying weapons to a military that uses them in the commission of war crimes may be a criminal offence. It also informs universities that university officers risk prosecution in the United Kingdom or elsewhere for doing so. Therefore divestment from companies that are complicit in Israel’s genocide would also mitigate risks to the financial health and reputation of the university. 


As a university that seeks to be a leader in the sector , the University of St Andrews has the moral obligation to lead the way in fighting racism and oppression of marginalised groups, in the UK and abroad. Students and academics around the world are calling their universities for divestment of companies that benefit from and support the ongoing genocide and occupation, Students encampments are now spreading across the UK, including at the University of Warwick, University of Bristol, University of Sheffield, University of Leeds, University of Manchester, Newcastle University, University College London, University of Liverpool, University of Oxford and the University of Edinburgh. The University of York has committed to divest, as has the University of Galway in Ireland. Others, such as UCL, Goldsmiths, and Trinity College Dublin have committed to exploring divestment. History has shown us that institutions will eventually have to take a stand against injustice, as asked by their students. In the 1980s, several British universities, including the Universities of Oxford and Cambridge, committed to divestment from companies operating in South Africa during the white supremacist apartheid. In the 2010s, several UK universities pledged and started to divest from fossil fuel companies, in response to the climate crisis and calls for climate justice. 


We urge the University of St Andrews to act in accordance with its stated principles in this inevitable movement toward the end of apartheid in Israel and occupation of Palestine, and show the future generations of students that the University of St Andrews deserves the role of leader, for its commitment to global social justice.
